Since there’s no flowing water or aeration he’ll run out of oxygen so you’ll have to do frequent water changes. Don’t do more than 50% at a time. Also, just feed a smidge of food at a time and if you can remove any excess.

I, and probably most people, think once a day is fine. People that are really into fish, especially saltwater, will look at you like you’re bragging about abusing animals if you tell them you feed once a day.
To feed a fish multiple times a day you need to know how much they eat per day pretty exactly and then divide it up. Fish will over eat and get fat so you can’t really leave them to their own devices to regulate their intake. Obese fish are not healthy fish. A small fish like that won’t need much. Removing excess food will help keep the water clean. The pellet style food is healthier than flake. I forgot the brand name but the one I usually see had a blue lid. It’s easier to measure out and is all around better formulated. Flakes aren’t going to kill it but they’re more like snacks than food formulation wise.
When you do water changes make sure they're the same temperature. A big temp difference can shock or kill the fish. Since you have a small container it's pretty easy to measure or estimate how much you need. I think you said you use filtered water so that's less of an issue. Just put some in a container and let it sit for a few hours before doing the change.

You can use tap but I wouldn't recommend it. If you wanted to use tap you could let it sit for at least 24 hours to let the chlorine go away. There's still fluoride. Or you can get the stuff that treats tap water. It's pretty cheap if I remember correctly.
If you buy water I suggest distilled. It doesn't have any additives. My grandmother used to keep a couple gallons at a time for water changes for her beta fish.

Yeah. For it's current container it's probably a bit much. If you got a bigger container like a fish bowl it could help. Some fish like to play in the bubbles

Check goodwill or a thrift store first. Sometimes they have fishbowls but more often they have cases that could work. They can be prettier but usually only a couple dollars so definitely cheaper.
